For the high majority of the program (starting about one third in) Bob’s guest is mayor of El Cajon, Bill Wells. Bill talks about the current state of affairs in California including the sanctuary state status and the treatment of the homeless.

NOTE: There was some ambiguity in the conversation about California law regarding genders and bathrooms. For the record, it is California law to allow a person to use whatever bathroom they relate to gender wise.
